"everything else" filter "solution".

That's manifestly misleading - most effective and/or large scale
filtering uses a hybrid of mechanisms.  More useful would be see how
DNSBLs can/can't supplement other techniques.

But the sample shown in the draft is manifestly too small/atypical for
this to be done.

  4) The draft-author advocates dropping standard POPmail in favour of
a webmail interface.  The whole point of the anti-spam battle is to save
traditional email.  Advocating abandonment of traditional email is not a
solution.  And what happens when spammers start successfully attacking
webmail?

They already are.
