That's why it's called a Complaint Feedback Loop. All of the other North
American ISPs who provide feedback work basically the same way.
Yes, I guess it makes sense, but it's not something that I'd really thought
about.
I've heard that there are a few European ISPs who provide filtering-based
feedback to each other, but not to just anyone who asks.
