For a 16 bit field, the MSB would be the bit designated as 0, per
RFC1700 and RFC1035 terminology and not a value of 0. However, the
values represented by asserted bits would be in powers of two, i.e.
1, 2, 4, 8, 16, etc. The terminology used in the CSA draft relies
upon the value being independent of the bit designation.
Sorry, I meant to state "bit number" vs "bit value". Or to
be less ambiguous, "bit ordinal position."
I did not mean to refer to any value a bit may be set to.
