[ietf-dkim] tpa-ssp label generating utility

This "c" code utility will be in the appendix of the next tpa-ssp  
draft.  The tpa-ssp draft should have indicated strings end in  
newline.  This ensures consistent answers when a command-line of  
"openssl dgst -sha1" is used to generate the digest instead.
