[ietf-dkim] Closing issues

Eliot,

I believe we can now close all of the issues mentioned in the minutes
just sent out. (Almost all of those were previously flagged for
closure a few weeks ago.)

Can you do that on Friday, just to give people a last chance to check
if I messed up?
