Huh? What is a= or d= or s= if not "meta-data about the signer"?
They're the parameters you need to complete verification, so they are data
about the signature, not the specific signer.
I'm sure you're not saying "a=" can be used to identify someone or something.
Having cross semantic correlation of what headers mean with the
presence of dkim signatures from various different signers seems
like a lot more of layer violation to me.
That a DKIM hash covers a header field doesn't assign any new meaning to the
field. It only guarantees its integrity.
