I think this draft is ready for a WG last call, assuming the 3028bis
last call goes well. We started drafting this in 2003. Let's get on with
it. There have been no issues on-list with the latest draft published;
this should draw out any final feedback, and is an opportunity to ask
for positive experiences (e.g. implementors) as well.
