[sieve] Formation of a new WG for working on extensions to IMAP, Sieve a

I am about to approve formation of the new WG called "Email mailstore 
and eXtensions To Revise or Amend" (extra) that would work on extensions 
of IMAP, Sieve and ManageSieve, plus on a possible revision of RFC 3501.
