You can think of this as shorthand  for "Submit working group document
for consideration by the wider community as a Proposed Standard".  The
Last Call is a part of that consideration, as is the IESG processing.  The
working group may, in fact, be called to discuss issues raised during
Last Call or by the IESG, so it does not shut down at that point.
