For slightly more active lists see the ASRG or the SMTP
lists.  You might wish to check out DKIM (an RFC approved
recently now waiting for its RFC number), SPF (RFC 4408),
and draft-irtf-asrg-howe-siq-03.txt for proposals in 
similar directions, some pieces of the puzzle already
exist.  They're not based on OpenID, that's rather new.
