     Yes, I think this is a desireable function.

     I agree, also, that it needs to be deferred until the
second draft.  Aside from the obvious technical concerns, there
are a number of thorny user-oriented issues that will need to be
addressed.  Most notably the relationship (if any) to mail
receipts will need to be determined.  The semantics of the
secure receipt will also need to be established in terms of
whether it is manually authorized by the message recipient,
generated automatically, or some combination of the two.
