Let me remind what those magic words are:

  MUST - unless you have it, you cannot claim conformance,
        period.

  SHOULD - you can claim conformance even without this feature, 
        but you have to be able to explain to your customers
        why you omitted the named feature from your product.
        If they don't buy your excuse, tough luck for you.

  MAY - entirely up to you, "no questions asked".
