Instead, let's leave message recovery up to the implementors of individual
applications, as an added feature not part of the official open-pgp
standard. Those who sell into markets where such features are desired can
add them. The rest of the world will not have to be forced to go along.
* Uncloak *
While imperfect, this seems like the only solution likely to result in
consensus. A government willing to require a GMR key would not hesitate to
outlaw PGP completely. Like the range of criminals smart enough to use
crypto but dumb enough to use GAK, the range of government anti-crypto
hostility which would require GMR but would stop short of outlawing non-GMR
PGP is very narrow.
