That's okay for apps which support RSA and IDEA. For all others
backwards compatibilty is only useful for packet formats (and maybe
for command line switches), so that keyservers are able to process
these messages.
verify a signature (which is say DSA or Elgamal) rather than refusing
to process the whole message. In any case pgp-2.6.x doesn't do either
of these things generally, I think.
It should be easy to add this to pgp 2.6.3in ( Lutz ? ).
