Re: KeyId subpackets

OK, it's not important security-wise where the hash goes, but I think we at 
least need to make up our minds and adjust the draft if necessary.

If it goes in the hashed area, as Tom says, it saves having to look at the 
unhashed area at all (for whatever reason); but until PGP changed their 
software and everyone with V4 keys upgraded and rewrote them out and updated 
the keyservers, we would have a lot of confused software...
