OpenPGP Toolkits Available?

What OpenPGP toolkits are available?  I'm specifically looking for
something that doesn't have licencing fees.  I've found CTClib which has
not been updated since 1997, and a new suite in Perl.  I'd like to find
some free source code in C or C++.
