The current state of the 0x50 or notary signature is nearly, but

transport of a signature and it's notarization.
The current language in the draft is:
0x50: Third-Party Confirmation signature.
This signature is a signature over some other OpenPGP signature
packet(s). It is a notary seal on the signed data. A third-
party
signature SHOULD include Signature Target subpacket(s) to
give
easy identification.
can this be extended to be used as notary signature directly on someone's
public key?
(it would not provide an independent timestamp to the actual signature
of the key-holder, but might be able to eventually improve the web-of-
trust)
