"Other" compression algorithms

In bis-09:

Section 9.1 says "Implementations MAY implement any other algorithm."

Section 9.2 also says "Implementations MAY implement any other
algorithm."

Then section 9.3 says "Implementations MAY implement ZLIB."  That text
was written before BZip2 was added to the draft, and should probably
read "Implementations MAY implement any other algorithm." like the
other two sections.
