Yep.

However, this a problem of the voting protocol.


It would be, if the voting protocol was prescribing compression, or was
using ballots of different lengths.

Instead, here OpenPGP is to blame because it silently slips in compression.



 You would run into the
same problems if you use a ZIP file with encryption or require to send
an ODF document.  Both compress stuff; even text editors may do that by
replacing runs of white space by tabs.

There are a lot of possible failure modes to be investigated which is
the reason why getting electronic voting right is so hard.
