[openpgp] OpenPGP wg notes for saag

The OpenPGP wg hasn't yet formally awoken from
slumber but there's a charter [1] in the process
of (hopefully) being approved by the IESG so it
should be a WG next time, focused on producing an
update to RFC4880 as it's main work item.
