        Consider the case of a content provider. It adds some
rule modules at several proxy servers. When an actual
message goes it goes through several proxy servers. If
more than one proxy servers have that rule-module
installed, at what proxy server should the rules be
triggered??

I don't think there is really a problem. First of all I think it's the
content provider's responsibility to install his rule modules at the
right proxies. But even if a client request goes through several proxies
with the same rule modules installed, the rule modules should be
processed at each proxy. This doesn't mean that the rule action will be
executed more than once, as the same rules may not match any more once
the message has been modified by a service module on the first proxy.
