The draft has to be submitted as an IETF draft, first.

I agree - and to turn your question around - would you be willing to
donate some text to the draft for that purpose? Alberto and I can't
speak as authoritatively as some others in terms of OPES' future
goals, and would be happy to incorporate text from someone more
central to the WG.
