Services always have to be authorized by either end point of the
transaction - either the content provider or the content consumer.
Access providers may set up IRML rules on behalf of their customers
only, i.e. they've to be authorized by either content provider or
content consumer (which is then reflected in the "owner" element of
the IRML specification).
