My understanding is that the above is more-or-less allowed by OPES
architecture (as long as it can support OPES requirements). IIRC,
callout servers can delegate their functions and, hence, essentially
become "server dispatcher" on your diagram.

For a second, let's try to ignore what the terminology may or may not
imply. Can you point out specific desirable things that current OPES
architecture, OCP requirements, and predraft protocol do NOT allow you
to do? If you can name specific areas that cannot be supported by
OPES, we can discuss whether those areas should be supported (or
perhaps already are supported!).
