An ASN.1 module needs to be added to the "Cryptographic Message Syntax" spec
that consolidates all of the ASN.1 syntaxes defined throughout the spec.
For example, The OriginatorInfo SEQUENCE includes two tags that are marked
IMPLICIT and a third that is not marked IMPLICIT. I believe that the intent
is for all tags to be IMPLICIT. This situation is resolved by including all
syntaxes in an ASN.1 module that begins with "DEFINITIONS IMPLICIT TAGS".
That would mandate that all tags in the module are IMPLICIT.
