Yet Another S/MIME V3 Msg Spec Comment

Recommend the following clarification to S/MIME v3 Message Specification,
Sec 2.3, last para:

Existing: "Sending agents SHOULD support rsaEncryption. Sending agents MUST
support encryption of symmetric keys with RSA public keys at key sizes from
512 bits to 1024 bits."

Proposed: "Sending agents SHOULD support rsaEncryption. If an agent supports
rsaEncryption, then it MUST support encryption of symmetric keys with RSA
public keys at key sizes from 512 bits to 1024 bits."
