New versions of the -msg and -cert drafts

Greetings again. Blake has turned in new versions of the -msg and -cert
drafts (both at the -02 level). Because the turnaround time for drafts at
this point is quite long (due to the rush to get them in before the cutoff
on Friday), I've posted them to the web site now. Thus, if you look at
<http://www.imc.org/draft-ietf-smime-cert> and
<http://www.imc.org/draft-ietf-smime-cert>, you will get the -02 drafts.
