I agree with your comments. CMS uses the values 0 and 3, so the definition
needs to be:
Version ::= INTEGER { v0(0), v1(1), v2(2), v3(3) }

This is fine with me, although we need to add "v3(3)" since CMS has many
things that have versions that must be 3. I'd actually prefer this, so that
ESS simply IMPORTS Version and doesn't have to define anything new.
