Different hardware implementations will have limitations.  This situation
is quite similar to software.  Hardware is generally optimized for a
particular modulus, and if you select a modulus larger than the optimized
one, it either fails or runs slower.

I agree also.  My concern centers around optimized implementations that
require an upper bound (hardware implementations, specifically).  I
don't know if this is actually an issue, but Russ will.

From a security point of view, more is better of course.  Well, that's
what people tell me anyway.
