No, your proposal offered these benefits *as long as* every single security
policy made a special allowance for a UTF8 privacyMark security-category
using the identical OID. That's quite a requirement, and one that I think
is too onerous for this spec, given that the only benefit of doing it would
be so that people using X.411 would not have to convert.
