It certianly could include other access methods than LDAP, and that is why I
wrote the statment the way that I did.  I currently am only planning to
address LDAP (and maybe X500 style directories) but the document could
easily be expanded if necessary.

Does "public repositories" include http (and ftp maybe too)? I feel it
would be a good idea to handle (for example) the ability to incorporate
certificates and attributes into a web page (with appropriate MIME type)
at the same time.
