I would add at the end of John's proposal: "... the MLA MAY inform the
originator of that fact by sending a signed receipt."

I would also add the following:

"It is up to the originator to interpret this receipt as an indication that
no other receipts will be received."

I do not see why the originator should not be informed of his/her denied
request to receive signed receipts.  Assuming that there were good reasons
to deny the user of such an information, there are other occasions where
these reasons would not apply.   It would be nice for the originator to be
informed of the denial so that no receipts are expected.
