Re: ESS EquivalentLabel Proposal

I think John's proposal is a good one. It causes no confusion for the
recipient about what the originator's security policy intentions are, and
it answers the desires of a few others on the list for a way to say "I
think that policy X is the same as the policy Y in the message". This
should lead to more organizations wanting to use S/MIME.
