The ETSI document on Electronic Signature Formats and Signature Policies is
now an approved ETSI document, see the ETSI El Sign Website

The ASN.1 has been split into four modules, two for Electronic Signature
Formats and two for Electronic Signature Policies. I intend to divide the
current IETF draft text along the same lines and have another version of the
IETF document ready in a couple of weeks.
