X.509, 4th edition, is prepublished at
http://www.itu.int/itudoc/itu-t/approved/x/x509.html
The published version should be ready soon (and incorporates
a Corrigendum approved on 2 February 2001).
This prepublished version is priced at 183 Swiss Francs
(note that "prepublished" Recommendations are priced on
a flat per page algorithm and this being a large standard
is unusually expensive).
However, note that the ITU is now offering download of up
to three Recommendations per person per year at no charge.
