All,

The changes to this draft were making transactionId, senderNonce, and recipientNonce
mandtory for origination and reception by the GLA.  CMC and this spec both
said they had to be returned if included in a request by the server, which
makes them mandatory.  This just wasn't reflected in the attribute conformance
table.
