RE: Multi-level CMS Signature evaluation Rules: Document Location

No strong opinion on document location, but I strongly endorse
this work.  Multiple signature values and nested signatures have
become a regularly recurring topic of discussion in some S/MIME
user communities, and the IETF specifications are mostly silent
about their interpretation.
