[smime] Announcing new smime wg co-chair

I am pleased to announce that Paul Hoffman has agreed to replace Sean Turner
as smime WG co-chair. (Sean is taking over Pasi Eronen's position on the
IESG.)

Paul has been an active participant and contributor to the WG, so I am sure
he will hit the ground running!
