Moved to S/MIME.

A specification allows a starting point for a conversation amongst the
implementers, and between the implementers and the CAs. Without one,
well as its been pointed out, adoption of S/MIME has been poor.  

Adoption of S/MIME has been poor for a number of reasons, mainly because (a) 
PKI concepts are just hard to grok, and (b) it's a solution looking for a 
problem.

                                                      In another
thread on the IETF mailing list, folks are lamenting that there hasn't been
much progress with email encryption.  Well issues like this lack of
specification which leads to poor user experience with encrypted emails are
some of the root causes.

Email encryption is far far FAR more hindered by the key discovery, key 
management, and group keying problems than by the name matching problem.
