Yes, bar.com has to be very reluctant to accept mail for xyz.com
while xyz.com is down.  It can be more confident if JQP(_at_)bar(_dot_)com
is "plausible" (known good sender bar.com, SPF PASS, or similar),
or if jones(_at_)xyz(_dot_)com used to exist.  

If you don't apply the fix it's a source routing example for the
source routing appendix, where the "THE issue" doesn't exist, or
what do you have in mind ?
