In draft-hutzler-spamops-07, the introduction mentions that the near 
ubiquity, rapid delivery and low cost of email makes it a fertile 
ground for the distribution of unwanted or malicious content.  That 
misses the main characteristic.
The very characteristic that make email such a convenient 
communications medium is that it does not require any prior 
arrangement between the sender and the receiver for delivery.  The 
lack of authentication combined with the near ubiquity, rapid 
delivery and low cost of email makes it a fertile ground for the 
distribution of unwanted or malicious content.
