is this the right venue

there is an internet-draft being formulated on port587 (and related
port25) usage issues.

we want the document to refer to a discussion venue.  obviously this
list is the most logical, but it has been entirely inactive for long
enough to make me question choosing it, versus ietf-smtp.

thoughts?
