the meaning of a fragment identifier is determined by the media
type of the data being pointed into. You've defined it
for XML and HTML. Whether fragment identifiers have any meaning for
any other media type is up to the definition of the media type.

If a type is defined using XML, the type definition can also indicate
"use XML semantics for fragment identifiers", or it can give
any other semantics.
