[IETF54] IPv6 instability

        some of you may be aware of some IPv6 instability at the
        venue.  sorry about it.  it is due to some bad interaction
        between vLAN tagging we are using, and some limitation in router
        implementations.  we'll address the latter tonight, and will keep
        hunt the problem down for the former.
