You seem to be missing some other points which may explain what you are seeing.
1. .INFO is in the Proof-of-Concept 32-bit DNS development stage.
2. ICANN did not "award" .INFO, ICANN recommended to the U.S. Government to
point to the .INFO TLD servers of one company vs. another. The U.S. Government
did
that and seems to have recently changed to a different company. Note below[1],
the various
.INFO TLD Clusters in the Proof-of-Concept testing phase.
3. .INFO is at the leading edge with a "Mirrored Registry" arrangement, similar
to what .ORG will have.

4. The 128-bit DNS services for .INFO will use some address space obtained via
IN-ADDR.INFO,
which is registered in BOTH of the 32-bit DNS Proof-of-Concept Registries.
5. Despite claims about Afilias being involved with .INFO, note below, no
mention of Afilias.
Also note that some of the lowest price Registrars, are not ICANN "accredited".

6. Eventually, a stable collection of [SLD].INFO owners will emerge. They can
work together to
select (vote?) the vendor to provide 128-bit DNS services for .INFO. The TWO
Proof-of-Concept
Registries, help to boot-strap .INFO using the "toy" 32-bit Internet. You may
be pre-mature in
your concerns about the .INFO distribution of SLD names. In the end, the main
goal will be to
take the "best-of-breed" [SLD].INFO names/owners and help them progress to
using 128-bit DNS
services. Just as all TLDs do not make it, all [SLD].INFO names may not
progress. You may not
want to judge a TLD by the early stages of its operations.
