I addressed this part at the end of my message. A mechanism to allow strangers 
to get hold of a desirability tag would of course be included. (If the holder 
of a tag misbehaves the tag is invalidated, of course.)

If a stranger can get a "tag," then it is useless, as there is nothing to stop 
a spammer from repeatedly getting new tags as old ones are invalidated. Basing 
them on source domain, IP, etc. makes no difference, as these are already 
frequently changed. It also requires creation of an entirely new authority and 
infrastructure to handle creation and distribution of these "tags." Specifics, 
please, if you don't feel this is the case.
