They offer you:

fixed IPv4 address with reverse lookup at 9.99 Euros per month.

You must have already T-DSL to use this servevice and you will
keep that. Means the 9.99 Euros get you a second PPPoE link over
your old modem and you can have a fixed plus a dynamic IPv4 address
at one and the same time.

t-online.de offer a similar service but it is more expensive.
