Who recommend draft-zaitsev-e6-network-00.txt

it seems that I answered all the questions on 

draft-zaitsev-e6-network-00.txt

but because its experimental character it hovers between IPv4 and IPv6, so it 
is difficult to find working group and corresponding director to submit it 
further

please do help me with my first draft
