which is very obscure. Reading this text, I suppose you wanted this
to be an 'IETF Consensus' policy of RFC 5226 for adding the entries to
the sub-registry. Please consider such text:
New entries SHALL be added to the registry following the 'IETF
Consensus' policy, defined in RFC 5226 [RFC5226].
and adding the normative reference to RFC 5226.
