Operations is just one aspect of what is already covered in 2119
SHOULD/MUST distinctions. A WG can have lots of reasons why it
recommends but does not insist on a particular capability, including
operations considerations. It's okay with me if operations is
mentioned in the draft as an _example_ but it should be cited as such.
The text above makes it look like operations is the only, or at least
overwhelming, issue.
